On Monday 20th June 2011, the Be Safe partnership launched the I'm Not Laughing campaign in association with Bolton Council.

I'm Not Laughing aims to put a stop to disability hate crime across Bolton by raising awareness of it and the impact it has upon its victims. It was launched to co-incide with Mencap's Stand By Me campaign, which also aims to challenge the police, the courts and the criminal justice system to end disability hate crime.

During the week, police officers trained a number of licensed premises in the town centre on their legal and moral obligations under the 2010 Equality Act regarding disability hate crime. Upon completion, the premises received official accreditation that can be identified by window stickers and staff badges.

Since the beginning of June, billboard posters have been displayed in prominent locations and leaflets telling the stories of victims have been given out across the town to raise awareness. The launch week culminated on Saturday with two special events.

A launch event with guest speakers and local dignitaries took place on Saturday 25 June in Nelson Square. Members of the public are invited to sign an online pledge to tackle disability hate crime. This can be found at http://www.bolton.gov.uk/website/Pages/Hatecrime.aspx

A number of local celebrities and sporting stars have already backed the campaign and signed the pledge, including

  • Current president of the International Paralympic Committee and former athlete, Sir Philip Craven
  • Cricketer Saj Mahmood
  • Paralympic athlete Oscar ‘Blade Runner’ Pistorius
  • Swimmer Rachael Latham
  • National speaker on disability Stephen Brookes MBE
  • Great Britain’s male and female basketball teams

    A Facebook site, which has been set up at www.facebook.com/Imnotlaughing already has over 150 members.

    Sgt Paul Ellis started the campaign after receiving a letter from a hate crime victim, who had suffered verbal abuse over a physical disability during a night out in the town centre with her partner.

    He said: “The campaign aims to put the issue in clear and simple terms, disability hate crime is unacceptable, no one deserves to be subjected to it and nobody deserves to get away with it.

    “Everyone can play their part in stopping this and we have worked closely with local and national disability action groups to ensure that the campaign is as effective as it can be.  

    “We plan to run our campaign across the borough and through local schools and colleges, where our aim is to see a whole attitude change.  We want to strip away stereotypes, and encourage people who have a disability to come for a night out in Bolton with confidence.”
